These share a name and a base shape, but they do genuinely different jobs - one is a stopper knot tied at a rope's very end, the other is a load-bearing loop tied a meter or more back from the end and then threaded or clipped into something.

Line the two up side by side and the family resemblance is really only skin-deep once you look at what each one is actually asked to survive. The stopper version never carries a working load at all - its whole job is simply to be too fat to slide through a block, cam, or grommet - so its roughly 75-80% strength retention matters mainly as a rough proxy for how gently it treats the rope, not as a number anyone needs to plan around. Size is really its only cost: tied at a rope's tail it's a noticeably fat lump next to a bare end, which can crowd an unusually tight fairlead, though in practice that's a minor packaging annoyance rather than anything that changes how the knot is chosen.

The figure-eight loop is answering a completely different question - not "how do I keep this end from disappearing through a hole" but "how do I build something a fall can repeatedly slam into without it slowly working loose." Where the stopper's only real cost is bulk, the loop's cost shows up after the fact: a hard catch can cinch it down tight enough that walking it back open again takes real hand strength, sometimes a tool, precisely because the same tightening behavior that makes it trustworthy under a fall also makes it stubborn once the climb is over.

They're not - one has a loop meant to bear real load, the other doesn't, and using a plain stopper knot where a tie-in loop was needed simply gives you nothing to clip into.

If you need to stop a rope's end from disappearing through something, tie the plain figure-eight knot - it's simple, effective, and doesn't jam as badly as an overhand knot afterward. If you need an actual loop to tie into or clip a carabiner through, you need the figure-eight loop, tied on a bight or as a follow-through - the stopper version simply can't do that job.
